For example, the proportion of heavy and light industries is still unreasonable, the proportion of the private sector in the economy needs to be increased, and the size of strategic emerging industries is still weak.

Northeast revitalization needs structural adjustment, which should have become a consensus. And how to adjust the structure also has many conclusions, such as the northeast economy of the tertiary industry and service industry proportion is too low; Too much emphasis on industrialization as a proportion of the economy needs to be adjusted, and so on.

But the author thinks that, from the perspective of regional economic development, a region around the leading industry transformation and upgrading is the biggest driver of economic growth, not around the services sector, the development of leading industry is not a market center and light industrial base is not strong, is not the northeast economic strength, these are all, economic strength of the developed provinces, northeast China not to short stroke length. At the same time, we should also be aware that "heavy industrialization", green, environmental protection and other transformation and upgrading is also the international mainstream, is an important engine of economic growth, this is not a burden, but a unique advantage.

On the surface, an important reason for this round of economic downturn in northeast China is that external factors such as the drag of heavy industry transformation and the weak demand of "heavy industrialization" market are too much affected. There are many objective reasons for the economic difficulties in northeast China today. The prosperity of Northeast China began with the investment led by the central government, especially in energy and heavy industry, such as steel, coal and chemical industry. However, with the economic shift and the growth rate slowing down, the economy of Northeast China is bound to be greatly affected. For example, the energy industry accounts for nearly 60% of the industrial added value in Heilongjiang province, and the Daqing oilfield accounts for more than 50% of the industrial added value above the provincial scale. However, in recent years, the energy demand is weak, the price keeps falling, and the negative impact on the local economy is increasing.

In fact, simply denying "heavy industrialization" is a kind of economic short-termism. From the perspective of the evolution path of industrialization structure, "heavy industrialization" is not a "burden", but a trend.

From the perspective of the basic trend of China's future industrial structure and economic development, the transformation and upgrading of heavy and chemical industries based on technological innovation such as efficiency and environmental protection is still one of the "new directions". For example, deep processing industry, automobile high-end consumer durables industry, new energy, new materials, aerospace technology, and heavy equipment industry, these are important strategic emerging industries in China, but also the advantages of Northeast China as a heavy industry base, which is incomparable to many provinces in a short period of time. It can be seen that China has entered the middle or late stage of industrialization, but even the United States, Germany, Japan and other developed countries that have entered the post-industrialization period still take "reindustrialization" as an important economic strategy.

From the economic history of developed countries such as The United States and Japan, the evolution laws of the manufacturing industry are as follows: heavy industrialization process (the industrial structure is mainly transformed from light industry to heavy industry), deep processing process (the proportion of deep processing industry in the industrial structure is constantly increasing), and technology intensification process (the trend of high-tech). In particular, it is worth mentioning that the heavy industrialization process throughout the industrialization. Even in the post-industrial period of developed countries, the process of heavy industrialization within their manufacturing industry is still continuing. Since the 21st century, the growth of heavy industry in developed countries is still faster than that of light industry. Therefore, heavy industry is not the "burden" of economic growth, but an important development engine.

In the three provinces in northeast China as "the eldest son of the republic of" -- heavy industry base, now is often combined with a "old" word, is called the "old industrial base", and fine processing, high technology, such as insufficient, therefore, the three northeastern provinces of "industrialization" must be innovative, harmonious and green, open, sharing new development concept, The correct "new direction" is to transform and upgrade towards "deep processing process" and "technology intensive process", and develop the tertiary industry around the leading industry.

From one side, the revitalization of northeast China cannot be simply understood as a structural adjustment to the direction of "light industry", but should be activated with the courage of "survival by breaking the beak" and system innovation to activate the inner vitality of heavy industry base. Only such, northeast economy can usher in "eagle's rebirth".
